The politicians at the helm of the slow, excessively bureaucratic Cropshire government face a difficult decision: how to address the soaring price of carrots. They put their heads together and decide the most economical solution is to ban them entirely. As chaos ensues, the disgruntled townspeople are looking for someone to blame; luckily, one charismatic Cropshire citizen steps up to the plate to help them figure out exactly where to point the finger. Through cartoon fights, a dream ballet, and a highly inappropriate salsa interlude, a lovable ensemble of clowns navigate the increasing censorship of their speech (and their recipes).
